MTO’s leadership has formed the Road User Safety Modernization program (RUSMP) to digitally transform the Road User Safety Division (RUSD) programs to meet MTO’s current and evolving business needs.

The Road User Safety Transformation (RUSTx) program aims to digitize business processes and delivery models, replacing a costly and outdated legacy system (LCS) with an innovative and integrated enterprise solution enabling the Ontario Government and its business partners to remain international leaders in road safety for years to come. It is one of the largest business transformation initiatives being undertaken by the Ontario government. As an opportunity to embrace change, it addresses challenges of the 21st century transportation paradigm by responding to changing societal expectations for 24/7 services, digital access, evidence-based decision making, and efficient public services.

RUS Transformation Phase 2 Program includes Driver Medical Review (DMR), Digital Information Management & Analytics (DIMA), Digital Document Management (DDM) and Revenue Management (RM) sub-projects. Motor Vehicle Records (MVR) is a sub-project within the DIMA project. The implementation of RM and MVR projects will require system and data analysis, data transformation and migration, and analytics and reporting from the legacy systems to the target solutions. These projects started in Q3 F19/20 have planned delivery dates in Q2, Q3 and Q4 of F20/21.



Scope of Services and Deliverables – The Services and Deliverables to be provided by the Vendor will include the following:

The Ministry is seeking the services of one (1) System Analyst, Role 23, Level 3, to work as part of the Road User Safety Solutions Branch (RUSSB) project team in collaboration with RUSTx Project team to:

  • Analyze, design and develop data migration services and reporting products meeting the RUSTx Phase 2 RM & DIMA/MVR project requirements

Responsibilities/Assignment Deliverables


Task 1


Monthly Performance Status Report



  • All deliverables that consultant worked on during past month are included
  • Progress and specific accomplishment against the deliverable are described
  • Status of consultant’s deliverable compared to the project Baseline

Analyze, design, develop the RM data migration services & DIMA/MVR reporting products


  • Analyze and document RM data migration strategy & approach
  • Analyze the document RM data migration technical design document Develop and test RM data migration services & components
  • Provide support to the development of data migration requirements
  • Provide support to the Q&A phase of the project
  • Analyze, design and develop or modify reporting products meeting DIMA/MVR requirements

Skill Set Requirements


  • Minimum 5 years of experience with Oracle financial system, Oracle PL/SQL, Oracle Financials General Ledger, Accounts Receivables and Accounts Payables, Oracle Forms and Reports
  • Knowledge of, and experience with the data structure in the Oracle Financial databases Working knowledge and experience with data analysis and issues investigation in the Oracle Financials databases
  • Experience with Informatics Power Centre tools, Designer, Workflow Manager, Workflow Monitor and Repository Manager
  • Experience in recommending and implementing the efficiency improvement for Informatica ETL Workflows or Experience in analyzing operational reports and providing dashboard capabilities for users and power users
  • Experience developing information retrieval and reporting solutions using Oracle SQL and stored procedures
  • Knowledge of Government of Ontario IT policies, procedures, and standards
  • Highly skilled analysis and problem-solving skills
  • Strong communication skills, interpersonal and negotiation skills
  • Experience with MS SQL, MS PowerBI and Report Builder
  • Experience with enterprise data warehouse architecture, designing, building, testing and execution of warehouse/mart load scripts
