Department of Health

1.     Background

The Innovation and eHealth branch of the Department of Health is responsible for overall alignment and integration of innovative eHealth and Digital Health services to achieve optimal health system performance. Digital Health solutions focus on quality care for all citizens of New Brunswick and promote clinical value in the delivery of eHealth solutions to clinicians and administrators within the health system. The vision is to create clinical value through digital health solutions and improve access to care by providing standardized, up to date and relevant health information.

The current COVID-19 pandemic has served to intensify the ongoing pressure on New Brunswick health services. The ongoing impact of this outbreak is felt most intensely by the most vulnerable populations in the province; Citizens with autoimmune disorders, mental health conditions (such as Obsessive-Compulsive Disorder (OCD), Anxiety disorders, Bipolar, schizophrenia, substance dependency & additions), geriatric patients, etc. Given the current physical distancing restrictions, as well as the increased risk associated with these conditions, it can be challenging for these citizens to seek out and receive health care. The Innovation & eHealth branch has identified an opportunity to support patient care through the implementation of Connected Care Pathways, including Virtual Care.

Connected Care Pathways expand beyond current face-to-face modalities of delivering healthcare by leveraging digital communication solutions such as videoconferencing, teleconferencing, and secure text-based communication.

The implementation of Connected Care Pathways will serve to provide vulnerable New Brunswickers with dependable public health care and improve their quality of life during this stressful time. It will also serve as exemplar to the opportunity Connected Care presents in the establishment of a citizen centric healthcare model supporting vibrant, sustainable communities through access to clinically valuable care.

These initiatives support the Department of Health Strategy, as well as the objectives of the Digital New Brunswick Strategy to support and enable citizen access to health information in the most efficient and effective manner using digital health solutions and services.

2.     Services Sought

The Systems Business Systems Analyst is required to work with the partners, RHA, SNB, DOH staff focusing on understanding and documenting processes currently in place.     They will assist in creating the Program model including but not limited to Standard Operative Procedures, governance, process mapping, evaluation framework, reporting, gap analysis. They will also review and implement standardized training material and videos, writing user stories, planning future initiatives by gathering user requirements, identifying the value proposition and change management strategy.


The successful candidate will be asked to work on the Virtual Care initiative as well as support other eHealth initiatives.

3.     Qualifications/Experience

DOH is seeking a resource with the following mandatory qualifications/experience:


Mandatory Requirements and Experience

    Required Experience
M1 A bachelor’s degree in Business Administration, Computer Science or a related discipline; an equivalent combination of education and experience may be considered YES/NO
M2 A minimum of five (5) years of recent relevant experience with demonstrated knowledge in digital health/eHealth initiatives in a Canadian Jurisdiction; YES/NO



Desired Qualifications   (Desirable Skills and Attributes):

D1 Demonstrated experience in design thinking; 3 years
D2 Written and spoken competency in English is required; Bilingual (English and French) capabilities will be considered an asset. N/A
D3 Demonstrated experience with facilitation, resulting in clear and concise user stories and business use cases; 2 years
D4 Strong skills in change management to support implementation activities; 2 years
D5 Experience and demonstrated capability in system and design analysis for scalable digital health and information technology solutions; 2 years
D6 Experience with agile development methods; 2 years
D7 Demonstrated experience in Project Management or Business operations relating to Health; 2 years
D8 Demonstrated experience in process documenting; 3 years



4.     References

Please provide 3 project references that demonstrate that the resource has the qualifications required to perform the duties stated in this Statement of Work.  Reference must provide name, title and telephone number of the client contact, a description of the project and the role and degree of involvement of the resource as well as confirmation that the contact is willing to provide a reference.

5.     Reporting Structure

The employee will report to the Innovation and eHealth Director within the Innovation and eHealth Branch who will provide leadership/supervision regarding overall duties and work assignments.

6.     Duration/Effort

The successful candidate will be required commencing on June 29th, 2020 until December 17th, 2020. This contract is based on 120 workdays in the term.


SNB reserves the right to truncate the engagement, as needed.


SNB may extend the engagement by 25% if it deems necessary.

7.     Work Location and Travel

Due to the current restrictions surrounding the COVID-19 pandemic, the resource may work remotely until normal operations resume within the department.  At that time office space with current technology and access to necessary information may be provided in HSBC Place, Fredericton, NB for the duration of the engagement.  If the proposed resource is based outside of Fredericton, it is the vendor’s responsibility to pay for the employee’s travel time and costs to and from their place of business (or home) to Fredericton.

8.     Deliverables

Responsibilities include but are not limited to the following:
  • Engagement sessions
  • Align business and clinical programs with digital health opportunities
  • Perform a gap analysis between program objectives and proposed digital health initiatives
  • Document process requirements
  • Support program design and operational activity from time to time and as needed
  • Develop change management plan
  • Lead the development of deliverables such as:
    • Information flow modelling
    • Workflow and activity diagrams
    • Context Diagrams
    • Business modelling
    • Key performance indicators
    • Training materials
    • User stories
