Senior Business Systems Analyst (SBSA3)

Department of Health

1.     Background

The Innovation and eHealth branch of the Department of Health is responsible for overall alignment and integration of innovative eHealth and Digital Health services to achieve optimal health system performance. Digital Health solutions focus on quality care for all citizens of New Brunswick and promote clinical value in the delivery of eHealth solutions to clinicians and administrators within the health system. The vision is to create clinical value through digital health solutions and improve access to care by providing standardized, up to date and relevant health information.

Access to Personal Health Record (MyHealthNB)

New Brunswick has recently launched a Proof of Concept to support a provincial Digital ID, as part of this initiative it was decided that providing a citizen (Diabetic Patients) access to their lab information would be the first health application launched by New Brunswick. The proof of concept is coming to a close and it is critical to mobilize key resources to support the requirements of a pre-production pilot that will consist of all Laboratory Information, Medication Profile(s), and Diagnostic Imaging Reports. In parallel, Canada Health Infoway (Infoway) is planning for a national ACCESS Gateway (Gateway) as part of the ACCESS Health initiative (ACCESS).  ACCESS is an ambitious initiative creating framework for a trusted national ecosystem that will help to connect Canadian citizens with their health information and the digital health services available to them in their respective jurisdictions. The Department of Health has partnered with Infoway on this endeavor and will be working closely with them over the course of this engagement.



Canada Health Infoway is working with Health Canada, the provinces and territories, and industry stakeholders to develop, operate and maintain the national e-prescribing service known as PrescribeIT™. PrescribeIT™ will serve all Canadians, pharmacies and prescribers and provide safer and more effective medication management by enabling prescribers to transmit a prescription electronically between a prescriber’s electronic medical record (EMR) and the pharmacy management system (PMS) of a patient’s pharmacy of choice. PrescribeIT™ will protect Canadians’ personal health information from being sold or used for commercial activities. The Department of Health has endorsed this initiative and is working with Infoway to plan for integration with the Drug Information System (eHealthNB).


eMental Health

The Addictions and Mental Health (AMH) branch works closely with the Regional Health Authorities in the operational delivery of programs and services. It is extremely important the Innovation and eHealth branch support MH/A throughout the eMental Health opportunity. The project team will help capture specific program information and how this programing will support and align with the concept of scaling out current jurisdictional solutions in partnership with Canada Health Infoway.


These initiatives will combine concepts of agile development, anytime/anywhere, secure information sharing and empowering citizens to access their health information, services that support the delivery of eMental Health services. This project will build on innovative methods to continuously improve our ability to quickly provide GNB’s citizens access to their information when they want it or appropriate services when they need it. In addition to the above mentioned initiative, the resource may be called on to support other digital health initiatives underway within the Innovation and eHealth Portfolio of Projects.


These initiatives support the Department of Health Strategy, as well as the objectives of the Digital New Brunswick Strategy to support and enable citizen access to health information in the most efficient and effective manner using digital health solutions and services.


2.     Qualifications/Experience

DOH is seeking a resource with the following mandatory qualifications/experience:


Mandatory Requirements and Experience

    Required Experience
M1 A bachelor’s degree in Business Administration, Computer Science or a related discipline; an equivalent combination of education and experience may be considered YES/NO
M2 A minimum of eight (8) years of recent relevant experience with examples; YES/NO


Desired Qualifications   (Desirable Skills and Attributes):

D1 Demonstrated experience in design thinking;
D2 Demonstrated experience with facilitation, resulting in clear and concise user stories and business use cases;
D3 Strong skills in change management to support implementation activities;
D4 Experience and demonstrated capability in system and design analysis for scalable digital health and information technology solutions;
D5 Knowledge of UI/UX design, and experience with agile development methods;
D6 Experience in eHealth initiatives;
D7 Strong technical background and experience may be considered an asset;
D8 Written and spoken competency in English is required; Bilingual (English and French) capabilities will be considered an asset.



3.     References

Please provide 3 project references that demonstrate that the resource has the qualifications required to perform the duties stated in this Statement of Work.  Reference must provide name, title and telephone number of the client contact, a description of the project and the role and degree of involvement of the resource as well as confirmation that the contact is willing to provide a reference.


4.     Reporting Structure

The employee will report to the Innovation and eHealth Director within the Innovation and eHealth Branch who will provide leadership/supervision regarding overall duties and work assignments.


5.     Duration/Effort

The successful candidate will be required commencing on July 6st, 2020 until July 5st 2021. This contract is based on 240 workdays in the term.  There is an optional one -year renewal period.


SNB reserves the right to truncate the engagement, as needed.


6.     Work Location and Travel

COVID-19 Restrictions for Workers entering New Brunswick:


All suppliers and workers entering the province of New Brunswick for work purposes must comply with the requirements established by WorkSafe NB and Public Health, including isolation requirements where applicable.

Due to the current restrictions surrounding the COVID-19 pandemic, the resource may be required to work remotely or part time on site and part time remotely until normal operations resume.    At that time full time attendance on site may be required, and office space with current technology and access to necessary information will be provided in HSBC Place, Fredericton, NB for the duration of the engagement.  If the proposed resource is based outside of Fredericton, it is the vendor’s responsibility to pay for the employee’s travel time and costs to and from their place of business (or home) to Fredericton.


Travel within the province is required.  The Department will pay for travel outside of our area of business (Fredericton) as part of this assignment.  Travel, meals, and lodging expenses will be reimbursed at the Province of New Brunswick employee travel rates.


7.     Deliverables

Responsibilities include but are not limited to the following:
  • Lead the citizen engagement sessions leveraging design thinking methodologies
  • Align business and clinical programs with digital health opportunities
  • Perform a gap analysis between program objectives and proposed digital health initiatives
  • Document user requirements
  • Support the user experience interface design
  • Support program design and operational activity from time to time as needed
  • If necessary work with SNB to support systems analysis, design, development, implementation
  • Develop change management plan
  • Lead the development of deliverables such as:
    • Information flow modelling
    • Workflow and activity diagrams
    • Context Diagrams
    • Business modelling/operational frameworks
